Both halves are doing work. Dati ufficiali is not a hedge: the data is the register's own, not a summary or a reconstruction. And non opponibile a terzi is not a disclaimer about quality: it says nothing about whether the data is right. It says the document cannot be used to bind anybody.
The consequence, stated without stretching it: a visura is the right document for knowing, and the wrong one for proving. For due diligence, for checking who you are dealing with, for building a picture of an Italian counterparty, it carries official data and is fit for the purpose. To access the portal it is sufficient to hold SPID (the public digital identity system) or CNS (the national services card) — both issued free of charge by the chambers of commerce — which certify your identity by comparing it against the office held in the Registro Imprese. From the app, SPID or CIE (the electronic identity card) can be used.
Read that from outside Italy and the practical shape of it becomes clear. The register is public, and the door is an Italian national digital identity. SPID, CNS and CIE are credentials issued within the Italian system; the sentence describes them being checked against la carica presente nel Registro Imprese — the office the person holds in the register.
What a reader without one of those credentials can do instead is not something this page will say, because the source does not say it. That is a real limitation of this guide and it is named rather than papered over.

Including the bilanci of capital companies and the lists of their shareholders — with the exception of companies listed on the stock exchange.
The exception is the informative part. Shareholder lists being deposited at all is notable; the companies excluded from that are the listed ones, which is the reverse of the usual pattern where large public companies disclose most and private ones least. In Italy the elenco dei soci is a register filing for capital companies generally, and listed companies sit outside it.
