The third of those is the unusual one. A dovada publicării is a document attesting that an article was published. Publication is normally an event you either find or do not find; here it is a fact the platform will certify separately from the content.

So there is a central register and forty-two offices keeping local ones beneath it, all under ONRC, which sits under the Ministry of Justice. A reader who needs to deal with a counter is dealing with a county office; the central register is what the online services reach.

Two things about how that is used here. It is Romania's own description of its service, reproduced as such rather than asserted by us. And it describes the information displayed on the website — which is not the same as saying every ONRC service is free. The site separately carries the forms and means of obtaining certificate constatatoare and information supply, and what those cost is not stated on this page.
